Open for Business: Incubators gain=20 popularity
West = Plains, Joplin,=20 Branson and Springfield are among the communities getting on the = incubator=20 bandwagon

Oftentimes, fledgling businesses need a little help. Luckily, = several=20 groups in southwest Missouri are showing they are willing to lend = a=20 helping hand.

The idea of the business incubator isn=92t new =96 according to = the=20 National Business Incubation Association, the first U.S. business=20 incubator opened in 1959.

Business incubators =96 centers that provide inexpensive = services and=20 space to fledgling businesses =96 are gaining popularity = nationwide =96 and in=20 the Ozarks. There are more than 1,100 of the facilities for = small-business=20 growth in the United States, according to NBIA, up from only 12 in = 1980.=20

=93The Ozarks is a very entrepreneurial area =96 a lot of = people have ideas=20 and are doing things on their own, as a hobby or a pastime,=94 = said Allen=20 Kunkel, head of the Ozarks Regional Economic Partnership, which = offered a=20 seminar on business incubators as part of its Oct. 27 Fall = Partnership=20 Meeting in Branson. =93Our challenge is to try to identify those = folks and=20 get them educated to the point where they=92re willing to turn = that hobby=20 into a full-time business.=94

Ozarks efforts

Drury University=92s Students in Free Enterprise team opened = its=20 incubator, named DSIFE, in 2004 in a renovated mortuary building. = It was=20 the first incubator in Springfield.

The school=92s program serves two purposes: It=92s a place for = budding=20 entrepreneurs to get services and space for their ideas, and = it=92s a place=20 for Drury students to learn how small business works.=20

=93It=92s unique that our students work one-on-one with these = aspiring=20 entrepreneurs and help them in any way that they can,=94 SIFE = Director Chris=20 Mitchell said. =93They help them with marketing ideas, with = accounting,=20 etc., and they=92re taking the things they learn in the classroom = and=20 applying them with these entrepreneurs who maybe just have an = idea.=94

DSIFE offers office space, equipment and business counseling, = and seven=20 companies have taken advantage of at least some of those services. =

Joplin=92s incubator, the Joseph Newman Business and Technology = Innovation Center, was born out of the Joplin Area Chamber of = Commerce=92s=20 need for more parking. The Joplin chamber bought the lot = neighboring its=20 offices =96 along with the century-old building it contained.=20

At the time of the purchase, chamber officials were studying = incubators=20 and their role in serving entrepreneurs.

Steve Russell, the director of the Newman center, said the = Joplin=20 chamber chose to assist startup ventures in addition to serving=20 established business members.=20

=93If someone has an idea, they feel like they=92re alone and = there=92s=20 nobody out there to help them,=94 Russell said.

Three years and $1.6 million in federal and state funding and = local=20 donations later, the old building is now functioning as the Newman = Center.=20 More than half of the space in the center is leased to fledgling=20 businesses, including SBJ=92s sister publication, Joplin Tri-State = Business.=20 Other Joplin tenants are Gestalt LLC, Activehead, Attorney James = Hanson=20 and Vogel Properties LLC.

Branson has also gotten in on the incubator scene; the Downtown = Branson=20 Main Street Association opened its retail incubator, Waterfront = Trading=20 Co., in October.=20

The center offers space and product showcasing for retailers. = Tenants=20 are required to attend small-business classes and also have a role = in the=20 allocation of marketing dollars.=20

There are currently four tenants, though there is capacity for = 10 to=20 12.=20

Getting started

No matter what the individual situation or community, OREP=92s = Kunkel=20 said, all potential incubators face two problems: finding a = facility and=20 making the enterprise self-sufficient.

=93The whole process is to get a company in and out quickly =96 = get them to=20 a point where they can go out and get the market-priced space so = they can=20 support their own business,=94 he said. =93The challenge is = finding the=20 facility to do that and getting some assistance. Once it=92s = renovated and=20 going, the majority is going to be paid for through the lease = payments.=94

Innovation center tenants pay below-market lease rates, and the = use of=20 shared resources such as staff to answer telephones and office = equipment=20 is sometimes included.=20

Most incubators, including those in Springfield and Joplin, = take=20 advantage of some kind of federal, state and/or local grant = programs to=20 help with startup costs.

Joplin took advantage of a matching grant from the U.S. = Department of=20 Commerce=92s Economic Development Administration for $600,000. = DSIFE got a=20 $50,000 grant from the city of Springfield to renovate its space.

After incubators are up and running, however, operating costs = are=20 manageable for the entities behind them.

=93Continuing operating costs are next to none,=94 Mitchell = said. =93We pay=20 phone and Internet, which comes from our SIFE budget. There is no = rent and=20 no utilities. Everything in the physical space was donated =96 = copy=20 machines, computers =96 and the students are free help as well.=94

In West Plains, the city=92s downtown redevelopment group, = Downtown West=20 Plains Inc., purchased a 35,000-square-foot building and is = currently=20 wrapping up the financing =96 including grants and tax credits =96 = for a $1.2=20 million renovation project to turn the facility into an incubator. = Plans=20 call for the first tenants to move into the incubator by the end = of 2007.=20

Toney Aid, Downtown West Plains Inc. board member and owner of = Downtown=20 Antiques, said the West Plains incubator will focus on local = companies.=20

=93The idea is to incubate businesses from within the = community,=94 he=20 said. =93They have less turnover and tend to stay loyal to the = local=20 community. Plus, we realize that four out of five new jobs come = from small=20 businesses now.=94=20

The West Plains Incubator will have a mix of retail, office and = light=20 industrial tenants, Aid said, and officials are planning to mix = incubator=20 space and market-price offices for lease to boost profitability.=20

Return on investment

No matter the type of business, or the size of the facility, = all agree=20 on the benefits incubators provide to their communities.

NBIA says that North American incubator clients and = =93graduate=94=20 companies have created more than half a million jobs since 1980, = and every=20 50 jobs created by an incubator client generate about 25 = additional jobs=20 in the same community.

Newman Center Director Russell needs look no further than the = center=92s=20 first client =96 Gestalt, the Pennsylvania-based computer software = designer=20 for evidence of economic benefit.

=93They=92ve brought about $16.5 million to Joplin based on = them moving to=20 the innovation center,=94 Russell said.

What is an incubator?

Business incubators accelerate the successful development of = startup=20 and fledgling companies by providing entrepreneurs with an array = of=20 targeted resources and services. Those services include management = guidance, technical assistance and consulting, as well as access = to rental=20 space and flexible leases, shared basic business services and = equipment,=20 and assistance in obtaining financing.=20

A business incubator=92s main goal is to produce successful = firms that=20 will leave the program financially viable and freestanding.=20
